Dual Use AI

AI technology that can be applied for both beneficial purposes and harmful ones, creating governance challenges around restricting dangerous uses without impeding legitimate innovation.

The dual-use challenge is exemplified by models that can both accelerate drug discovery and potentially guide bioweapons development. Language models that write code can create both useful software and malware. Image generation models enable creativity but also deepfakes. The Biden Executive Order on AI specifically addressed dual-use foundation models above certain compute thresholds. Export controls on advanced AI chips are partly motivated by dual-use concerns. Balancing open access to AI (which accelerates beneficial research) against the risk of misuse remains one of the most difficult governance challenges.
